At its meeting on Saturday, February 26, 2000, the Nevada State Board of Medical Examiners, after review and consideration of cases presented at formal hearings, adjudicated cases against three (3) Nevada licensed Medical Doctors.
Chad Reed Niles, M.D.
In the first case, the Board found that Chad Reed Niles, M.D., while licensed as a
Resident physician in the state of Nevada committed two violations of the Medical Practice
act.
The Board found him Guilty
of engaging in conduct intended to deceive in his involvement with advertisements on the
World Wide Web advertising products for Penis Enlargement, wherein he
represented himself to be a physician by the name of C. Iles, M.D., of Boca Raton, Florida
who had conducted his own research and was recommending the Penis Enlargement
to a number of his own patients.
The Board also found him Guilty of engaging in conduct intended to deceive by
making representations to members of the medical staff of the Resident program of the
University who were questioning his internet activities which contained information which
was deceptive, not the full truth, and misleading, the content of which was an attempt by
Dr. Niles to mislead the four (4) named persons to whom the document was given or sent.
The Board ordered that Dr. Niles be issued a public reprimand, perform forty (40) hours of
public service in the community in which he currently resides, be fined an amount of
$1,000.00 on each count for a total fine of $2,000.00, and pay the costs of the
proceedings against him in the sum of $8,590.00.
Glen Douglas Lybbert, M.D.
In the second case, the Board found that Glen Douglas Lybbert, M.D., while licensed to
practice medicine in the state of Nevada committed two violations of the Medical Practice
Act.
The Board found him Guilty of attempting to renew a license to practice medicine in
the state by fraud or misrepresentation or by false, misleading, inaccurate or incomplete
statement, when he declared under oath that he was subject to a court order for the
support of one or more children and was in compliance with the order of a plan approved by
the district attorney or other public agency enforcing the order for the payment of the
amount owed, when in fact, Dr. Lybbert was not in compliance with a support order or any
approved plan and was in fact seriously in arrears in his child support payments.
The Board also found him Guilty of engaging in conduct intended to deceive by
certifying to the Board that he was in fact current in his child support obligation, when
in fact, Dr. Lybbert was not in compliance with a support order or any approved plan for
payment of the amount owed.
The Board Revoked Dr. Lybberts license to practice medicine in the state of
Nevada.
Efren E. Recto, M.D.
In the third case, the Board found that Efren E. Recto, M.D., while licensed to practice medicine in the state of Nevada did not violate the Medical Practice Act as charged in the complaint.
The Board found him Not Guilty of committing malpractice and dismissed the charges against Dr. Recto.
