Nevada State Board of Medical Examiners Revokes Las Vegas Physician’s License, Accepts a Surrender of the License of a Physician Convicted of Felonies, and Disciplines two Physicians

            On June 24, 2003, the Nevada State Board of Medical Examiners entered an Order revoking the license of Las Vegas physician Kenneth D. Mower, M.D.  Dr. Mower was convicted by the board of malpractice, finding that he administered a lethal dose of morphine to a patient who was not terminally ill.  Dr. Mower was also assessed all costs of the disciplinary proceeding in the sum of $46,000. 

             The board also took disciplinary action against Reno physician Robert W. Watson, M.D. for his failure to appear on two occasions before the Investigative Committee of the board investigating a complaint against him.  The board ordered that Dr. Watson be issued a public reprimand, fined $5,000, be required to complete additional continuing medical education, and pay all costs of the disciplinary proceeding in the sum of $6,000.

            The board also took disciplinary action against Rene Claudia Bovelle, M.D., for practicing medicine in Las Vegas while holding only an inactive license in Nevada.  Dr. Bovelle was issued a public reprimand, fined $5,000, required to complete additional continuing medical education in ethics, and assessed all of the costs of the disciplinary proceeding in the sum of $2,600. 

            The board accepted the Surrender of the medical license of Richard R. Conte, M.D., while under investigation by the board.  Dr. Conte was convicted of second degree kidnapping, and unlawful administration of a controlled substance, felonies and an offense involving moral turpitude.  Conviction of these felonies was grounds for disciplinary action by the board against Dr. Conte, and Dr. Conte agreed to surrender his license while under investigation by the board.  Such a surrender of license is regarded nationally as equivalent to revocation. 

            Disciplinary action against these physicians is reported to all other states in which they may be licensed and to the National Practitioner Data Bank and Federation of State Medical Boards of the United States.
