Released June 3, 2000 

                At its meeting on Saturday, June 3, 2000, the Nevada State Board of Medical Examiners, after review and consideration of cases presented at formal hearings, adjudicated cases against three (3) Nevada licensed Medical Doctors, and accepted the surrender of a Physician’s Assistant license in another case.

                                                           Nir Y. Lorant, M.D.

                The board found, after remand of the case to the hearing officer for a recommendation on the
credibility of witnesses, that Nir Y. Lorant, M.D., while licensed to practice medicine in the state of Nevada, committed two violations of the Medical Practice Act.

                The board found him Guilty of the act of attempting to obtain a license to practice medicine in the state of Nevada by fraud, misrepresentation, or incomplete statement, in violation of NRS 630.304(1), when he answered "NO" to question number eleven (11) on his application for licensure which read as follows:

"Have you ever been arrested, investigated for, charged with, or
convicted of any violation of a statute, rule or regulation governing
the practice of medicine by any medical licensing board, hospital,
medical society, governmental entity or other agency?"

                At the time Dr. Lorant completed and signed his application for initial registration for licensure to practice medicine in the state of Nevada on April 13, 1998, the medical board of the state of California had previously filed an accusation against him on March 26, 1998, and an answer had been filed to that accusation on his behalf on April 10, 1998.

                The board also found him Guilty of engaging in conduct intended to deceive, a violation of NRS 630.3062(2)(a), when he answered the same question number eleven (11) "NO" on his application for licensure to practice medicine in the state of Nevada.

                The board ordered that Dr. Lorant’s license to practice medicine in the state of Nevada be REVOKED.

Brian E. Spencer, P.A.

                The board accepted the surrender of the license of Brian E. Spencer, Physician’s Assistant, to practice medicine in the state of Nevada. The surrender of Mr. Spencer’s license occurred while Mr. Spencer was under investigation by the board.

                                                                     William M. Vinson, M.D.

                The board found that William M. Vinson, M.D., who failed to renew his license to practice medicine in the state of Nevada on or before July 1, 1999, had, during the month of March, 1999, entered into a stipulation and settlement which resulted in an Order of the California Medical Board suspending his license to practice medicine in the state of California until such time as Dr. Vinson completed terms and conditions listed in the stipulation and order of the board.

                The board found Dr. Vinson Guilty of a violation of NRS 630.301(3), having his license to practice medicine suspended by another state.

                The board ordered that Dr. Vinson’s license to practice medicine in the state of Nevada be REVOKED.

                                                                     Jayendra A. Shah, M.D.

                The board found that Jayendra A. Shah, M.D., who failed to renew his license to practice medicine in the state of Nevada on or before July 1, 1999, had, in January 1998, his license to practice medicine in the state of California suspended, his solo practice of medicine limited, and restrictions placed on his practice, and that on October 28, 1998, an order of the California Medical Board, revoked his license to practice medicine in that state, and he was placed on probation, which probation included a prohibition against him engaging in solo practice.

                The board found Dr. Shah Guilty of a violation of NRS 630.301(3), having his license modified and limited by another state.

                The board ordered that Dr. Shah’s license to practice medicine in the state of Nevada be REVOKED.
